Is the order of personal messages for digital receipts important?

Yes!

The message displayed first in the list is the first priority within the defined rules to be sent to customers.

For example, if the rule defined for the first message is that it's sent to all customers under Branch A, and the second message rule is that it's sent only to Branch A customers who made a purchase larger than 200NIS, the first message is sent despite Branch A having customers who made a purchase for less than 200NIS - because it's in first priority.
